
Assistance with securing EECBG funding – Encore Redevelopment worked with three (3) Vermont cities to help obtain funding authorized by the US Department of Energy’s Energy Efficiency and Conservation Block Grant program and funded by the State of Vermont Department of Public Service. As part of pre-application services, Encore educated client communities as to the overall program and the most effective efficiency and conservation activities that would be likely to achieve funding awards. Encore developed and managed a two-stage application program, consisting of both preliminary and comprehensive applications. The latter stage required considerable diligence in coordinating with the communities, utilities and energy service companies (ESCOs). The total funding requested was $175,000. Notice of awards will be given in March 2010.
Environmental Damages Evaluation, Burlington, Vermont – Encore Redevelopment is providing expert consulting services related to an evaluation of potential damages to numerous properties impacted by a plume of perchloroethene (PCE) groundwater contamination. The plume is emanating from a property that was formerly used for dry cleaning operations and has impacted a number of properties located in hydraulically down gradient positions relative to the subject site. The scope of services associated with the project includes: analyzing all site data and recent reports; researching empirical data and historical precedents regarding similar cases; calculations of total potential damages associated with five impacted properties; representation during negotiations with the responsible party; and, if necessary, provision of expert testimony in probate and/or superior courts.
Oversight of International Environmental Field Investigations – Encore Redevelopment has been engaged as an owner’s representative to oversee high level subsurface environmental investigations at numerous sites in various international locations. Recent assignments have included investigations of sites impacted by chlorinated solvents in France, Mexico, Italy and the United Kingdom.
Environmental Site Characterization Services, Former U.S. Naval Air Station, Bermuda – While at a previous employer, Mr. Farrell orchestrated and oversaw environmental site assessment activities in support of due diligence activities for a non-profit development organization. The objective of the work was to assess contamination at a former naval complex that was being considered for redevelopment as a 200-unit mixed use housing complex.
Area-Wide Brownfields Investigation, Windsor, Vermont –
Working for a previous employer, Mr. Farrell managed an area-wide brownfields investigation for the Town of Windsor, Vermont, a town with a significant industrial legacy related to the former machine tool industry. The objective of the study was to review existing information pertaining to a dozen individual contaminated sites within the downtown core area and then perform subsurface investigation activities to address any data gaps that existed between the properties of interest. The investigation was used by the Town of Windsor and the State of Vermont in overall downtown redevelopment planning activities.
