Brownfield Redevelopment Project Coordination, Burlington, Vermont: Encore Redevelopment is working with the City of Burlington on redevelopment solutions for a large parcel in one of the City’s enterprise zones. The site is encumbered by on-site environmental challenges as well as proximity to a federally listed Superfund site. Encore’s role is to provide technical expertise and overall project management services to support the City’s potential acquisition and redevelopment of the property.
Expert Witness Service, Confidential Location:
Encore Redevelopment provided expert witness services related to an evaluation of potential environmental damages to numerous properties impacted by a plume of perchloroethene (PCE) groundwater contamination. The plume is emanating from a property that was formerly used for dry cleaning operations and has impacted a number of properties located in hydraulically down gradient positions relative to the source site. Encore's evaluation and expert testimony were used to support legal damages claims by a consortium of down gradient property owners whose properties have been impacted by the release.
Brownfields Redevelopment Project, Post Mills, Vermont:
Encore Redevelopment was retained by the current owner of a mill site to coordinate the removal of the mill structure with the intent of redevelopment in the future. This required diligent planning and strict adherence to historic preservation standards and environment regulations. Brownfields Redevelopment Project, Williamstown, Massachusetts:
Mr. Farrell provided project management services for the redevelopment of an environmentally contaminated site for reuse as an assisted living facility for the elderly. Responsibilities included coordination and management of all aspects of pre-construction for the project including environmental assessment and remediation, demolition of existing structures, site and building design, permitting, scheduling and project estimating.
Area-Wide Brownfields Investigation, Windsor, Vermont:
Working for a previous employer, Mr. Farrell managed an area-wide brownfields investigation for the Town of Windsor, Vermont, a town with a significant industrial legacy related to the former machine tool industry. The objective of the study was to review existing information pertaining to a dozen individual contaminated sites within the downtown core area and then perform subsurface investigation activities to address any data gaps that existed between the properties of interest. The investigation was used by the Town of Windsor and the State of Vermont in overall downtown redevelopment planning activities.
Brownfields Redevelopment Project, Burlington, Vermont:
Encore Redevelopment assisted a major local institution in the redevelopment of an environmentally challenged asset in downtown Burlington, Vermont. Specific tasks included coordination of all aspects of environmental due diligence, interpretation of findings for the owner and generation of estimates for cost and schedule associated with environmental liabilities at the site.
Brownfields Redevelopment Project, St. Albans, Vermont:
While at a previous employer, Mr. Farrell oversaw environmental site assessment activities as well the generation of corrective action plans necessary for the redevelopment of a former manufacturing facility for affordable housing units, making this project one of the first brownfields to be redeveloped for housing purposes in the State of Vermont.
International Environmental Due Diligence and Liability Evaluation:
Mr. Farrell participated on a team of experts to oversee environmental due diligence, liability evaluation and critical subsurface environmental investigations at numerous properties in various international locations as part of a ~$1B corporate acquisition. Encore participated in the estimation of the overall environmental liability associated with the transaction.
